കടലിൽ മുങ്ങിപ്പോയ കണ്ടെയ്‌നർ കപ്പലായ MSC ELSA 3 ന്റെ ജലാന്തർഭാഗ രക്ഷാപ്രവർത്തനം കേരള തീരത്ത് ആരംഭിച്ചു. ഇന്ത്യൻ കോസ്റ്റ് ഗാർഡിനെയും സംസ്ഥാന ഉദ്യോഗസ്ഥരെയും ഏകോപിപ്പിച്ച് ഡയറക്ടറേറ്റ് ജനറൽ ഓഫ് ഷിപ്പിംഗിന്റെ നേതൃത്വത്തിൽ നടന്നുവരുന്ന സമുദ്ര ദുരന്ത പ്രതികരണ ഉദ്യമത്തിലെ നിർണ്ണായക ഘട്ടമാണ് ഈ പ്രവർത്തനം.
ലൈബീരിയൻ പതാക വഹിച്ചിരുന്ന കണ്ടെയ്‌നർ കപ്പലായ MSC ELSA 3 2025 മെയ് 25 ന് കേരള തീരത്ത് നിന്ന് 13 നോട്ടിക്കൽ മൈൽ അകലെയാണ് മുങ്ങിയത്. മുങ്ങിയ ശേഷം, മലിനീകരണം നിയന്ത്രിക്കാനും കടൽത്തീരത്തെ സ്ഥിതിഗതികൾ വിലയിരുത്തുന്നതിനും വെള്ളത്തിനടിയിലെ രക്ഷാപ്രവർത്തനങ്ങൾ ആരംഭിക്കാനുമുള്ള ശ്രമങ്ങൾ നടന്നു വരുന്നു .
സമുദ്ര പ്രതികരണം:
T&T സാൽ‌വേജ് (സിംഗപ്പൂർ) ഏർപ്പെടുത്തിയ രണ്ട് ഓഫ്‌ഷോർ സപ്പോർട്ട് കപ്പലുകളായ നന്ദ് സാർത്തി, ഓഫ്‌ഷോർ വാരിയർ എന്നിവ സമുദ്രോപരിതലത്തിൽ കാണപ്പെടുന്ന നേരിയ എണ്ണപ്പാട കൈകാര്യം ചെയ്യുന്നതിനും നീക്കം ചെയ്യുന്നതിനുമായി കേരള തീരത്തെ കടലിൽ വിന്യസിച്ചിരിക്കുന്നു. ഇന്ത്യൻ കോസ്റ്റ് ഗാർഡിന്റെ മലിനീകരണ നിവാരണ കപ്പലായ ICGS സമുദ്ര പ്രഹരിയും നിരീക്ഷണത്തിനും അടിയന്തര പ്രതികരണത്തിനുമായി സ്ഥലത്ത് തുടരുന്നു.
എമർജൻസി ടോവിംഗ് വെസൽ (ETV) വാട്ടർ ലില്ലി 2025 ജൂൺ 5 മുതൽ ഒരു മൾട്ടിബീം കടൽത്തീര സർവ്വെ നടത്തിവരികയാണ്. സർവ്വെയുടെ പ്രാരംഭ ഘട്ടം പൂർത്തിയായി, നിലവിൽ ഡാറ്റ വിശകലനം ചെയ്തു വരുന്നു, റിപ്പോർട്ട് ഉടൻ ലഭിക്കുമെന്ന് പ്രതീക്ഷിക്കുന്നു.
ഡൈവിംഗ് സപ്പോർട്ട് വെസ്സലിന്റെ പ്രവർത്തനം :
ഉടമകളും സമുദ്ര രക്ഷാപ്രവർത്തകരും ചേർന്ന് സജ്ജമാക്കിയ ഡൈവിംഗ് സപ്പോർട്ട് വെസ്സൽ SEAMEC III സ്ഥലത്തെത്തി, ഇന്ന് ജലന്തർഭാഗത്തെ രക്ഷാപ്രവർത്തനങ്ങൾ ആരംഭിക്കും. എയർ ഡൈവിംഗ് പ്രവർത്തനങ്ങൾ നടത്താൻ പന്ത്രണ്ട് ഡൈവർമാരുടെ ഒരു സംഘം സജ്ജമാണ്. റിമോട്ടായി പ്രവർത്തിപ്പിക്കുന്ന വാഹനങ്ങൾ (ROV-കൾ), ഡൈവിംഗ് ഉപകരണങ്ങൾ, പ്രവർത്തനത്തെ പിന്തുണയ്ക്കുന്നതിനായി ഡീകംപ്രഷൻ സംവിധാനങ്ങൾ എന്നിവ കപ്പലിൽ സജ്ജീകരിച്ചിരിക്കുന്നു.
പ്രാരംഭ ഘട്ടത്തിൽ, കൂടുതൽ ചോർച്ച തടയുന്നതിനായി ഇന്ധന ടാങ്കുകളുടെ ചോർച്ചയുള്ള ഭാഗങ്ങൾ തിരിച്ചറിഞ്ഞ് അടയ്ക്കാനുള്ള പ്രവർത്തനങ്ങളിൽ ഡൈവർമാർ ഏർപ്പെടും. രക്ഷാപ്രവർത്തകർ തയ്യാറാക്കിയ പദ്ധതി പ്രകാരം, ഹോട്ട് ടാപ്പിംഗ് മുഖേന ടാങ്കുകളിൽ നിന്ന് എണ്ണ നീക്കം ചെയ്യുന്ന രണ്ടാം ഘട്ടം 2025 ജൂലൈ 03-നകം കാലാവസ്ഥാ സാഹചര്യങ്ങൾക്ക് വിധേയമായി പൂർത്തിയാക്കാൻ പദ്ധതിയിട്ടിട്ടുണ്ട്.
കടൽത്തീര ശുചീകരണവും കണ്ടെയ്നറുകളുടെയും അവശിഷ്ടങ്ങളുടെയും നീക്കം ചെയ്യലും:
MSCയും പ്രൊട്ടക്ഷൻ & ഇൻഡെംനിറ്റി (P&I) ക്ലബ്ബും നിയോഗിച്ച മറൈൻ എമർജൻസി റെസ്‌പോൺസ് സർവീസസ് (MERC, ഗുജറാത്ത്) കടൽത്തീരത്തെ കണ്ടെയ്‌നറുകളും അവശിഷ്ടങ്ങളും നീക്കം ചെയ്യാനും ശുചീകരണ പ്രവർത്തനങ്ങൾക്കും നേതൃത്വം നൽകുന്നു. കരയിലേക്ക് ഒഴുകിയെത്തിയ 61 കണ്ടെയ്‌നറുകളിൽ 51 എണ്ണം വീണ്ടെടുത്ത് തുറമുഖത്ത് എത്തിച്ചു. ഭാഗികമായി മുങ്ങിയതും വീണ്ടെടുക്കാൻ പ്രയാസമുള്ളതുമായ ബാക്കി 10 കണ്ടെയ്‌നറുകൾ വീണ്ടെടുക്കാനുള്ള ശ്രമങ്ങൾ പുരോഗമിക്കുന്നു. ഈ 61 കണ്ടെയ്‌നറുകളിൽ ഒന്നിലും അപകടകരമായ വസ്തുക്കൾ അടങ്ങിയിട്ടില്ലെന്ന് അധികൃതർ സ്ഥിരീകരിച്ചു.
തിരുവനന്തപുരം, കന്യാകുമാരി തീരപ്രദേശങ്ങളിൽ ഒഴുകിയെത്തിയ പ്ലാസ്റ്റിക് തരികളുടെ ശുചീകരണം MERC, ജില്ലാ അധികാരികൾ, സംസ്ഥാന ദുരന്ത നിവാരണ അതോറിറ്റി എന്നിവയുടെ ഏകോപനത്തിൽ പുരോഗമിക്കുന്നു. സന്നദ്ധ സംഘടനകളിൽ നിന്നും പൊതു സമൂഹത്തിൽ നിന്നും പരിശീലനം ലഭിച്ച വോളണ്ടിയർമാരെ വ്യവസ്ഥാപിതമായി വിന്യസിക്കുന്നതിനായി സംസ്ഥാന സർക്കാർ സ്റ്റാൻഡേർഡ് ഓപ്പറേറ്റിംഗ് നടപടിക്രമം (SOP) പുറപ്പെടുവിച്ചു. പ്രവർത്തനം ജൂൺ 8 ന് ആരംഭിച്ചു.
സംസ്ഥാന സർക്കാർ കപ്പൽ ഉടമകളുടെയും P&I ക്ലബ്ബിന്റെയും പ്രതിനിധികളുമായി യോഗം ചേരുകയും ബാധകമായ നിയമങ്ങൾക്കനുസൃതമാം വിധമുള്ള നഷ്ട പരിഹാരത്തിന് സമ്മതിക്കുകയും ചെയ്തു.
തീരത്ത് എണ്ണ മലിനീകരണം കണ്ടെത്തിയിട്ടില്ല
തീരപ്രദേശത്ത് എണ്ണ മലിനീകരണം ഇതുവരെ റിപ്പോർട്ട് ചെയ്തിട്ടില്ലെങ്കിലും, മുൻകരുതൽ നടപടിയായി ആവശ്യമായ പ്രതികരണ സംവിധാനങ്ങൾ സജ്ജമാക്കിയിട്ടുണ്ട്.
ഡയറക്ടർ ജനറൽ ഓഫ് ഷിപ്പിംഗ് എല്ലാ ദിവസവും ഏകോപന യോഗങ്ങളിലൂടെ സ്ഥിതിഗതികൾ സൂക്ഷ്മമായി നിരീക്ഷിക്കുന്നത് തുടരുകയും ബന്ധപ്പെട്ട എല്ലാവരുമായും സഹകരിച്ച് ദ്രുതഗതിയിലുള്ളതും സുരക്ഷിതവും പാരിസ്ഥിതിക ഉത്തരവാദിത്തമുള്ളതുമായ പ്രവർത്തനങ്ങൾ ഉറപ്പാക്കാൻ പ്രതിജ്ഞാബദ്ധതയോടെ തുടരുകയും ചെയ്യുന്നു.
സംഭവത്തിന്റെ ഉത്തരവാദികളെ തിരിച്ചറിയുന്നതിലേക്ക് നയിക്കും വിധം മർച്ചന്റ് ഷിപ്പിംഗ് ആക്ടിന് കീഴിലുള്ള നിയമപരമായ അന്വേഷണം കൊച്ചിയിലെ മെർക്കന്റൈൽ മറൈൻ ഡിപ്പാർട്ട്‌മെന്റ് ഏറ്റെടുത്തിട്ടുണ്ട്.
Underwater Salvage operation of sunken container ship MSC ELSA 3 set to commence today off Kochi
The underwater salvage operation of the sunken container vessel MSC ELSA 3 is set to commence today, 10 June 2025, off the Kerala coast. The operation marks a critical phase in the ongoing maritime response effort led by the Directorate General of Shipping, in close coordination with the Indian Coast Guard and State Authorities.
The MSC ELSA 3, a Liberian-flagged container ship, sank 13 nautical miles off the coast of Kerala on 25 May 2025. Since then, efforts have been underway to contain pollution, assess the seabed, and prepare for underwater operations.
Offshore Response:
Two offshore support vessels, Nand Saarthi and Offshore Warrior, engaged by T&T Salvage (Singapore), remain deployed at the sea off the Kerala coast to manage and disperse light oil sheen observed on the sea surface. The Indian Coast Guard’s pollution response vessel, ICGS Samudra Prahari, also continues to remain on site for monitoring and emergency response.
Emergency Towing Vessel (ETV) Water Lily has been conducting a multibeam seabed survey since 5th June 2025. The initial phase of the survey is complete, and data is currently under analysis, with the report expected shortly.
Mobilization of Diving Support Vessel:
The Diving Support Vessel SEAMEC III, mobilised by the owners and salvors, has reached the site and will begin underwater salvage operations today. A team of twelve divers is on standby to conduct air diving operations. The vessel is equipped with remotely operated vehicles (ROVs), diving equipment, and decompression systems to support the operation.
In the initial stage, divers will identify and cap the openings of the fuel oil tanks to prevent further seepage. As per the plan given by the salvors, the second stage involving removal of oil from the tanks via hot tapping, is scheduled to be completed by 03 July 2025, subject to weather conditions.
Onshore clean-up and removal of containers and debris:
Marine Emergency Response Services (MERC, Gujarat), appointed by MSC and the Protection & Indemnity (P&I) Club, is leading shoreline clean-up and container removal operations. Of the 61 containers washed ashore, 51 have been recovered and delivered to port. The remaining 10 are under active salvage, including partially submerged and difficult-to-access containers. Authorities have confirmed that none of these 61 containers contain hazardous materials.
Clean-up of plastic nurdles washed ashore the Trivandrum and Kanyakumari coastlines is progressing in coordination with MERC, district authorities, and the State Disaster Management Authorities. A Standard Operating Procedure (SOP) has been issued by the state government for the systematic deployment of trained volunteers from NGOs and Civil Defence. Implementation began on 8 June.
The State Government held a meeting with the representatives of the ship owners and P&I Club and agreed to settlement of claims in accordance with applicable laws.
No Oil pollution noticed along the Coast:
While there have been no reports of oil pollution along the shoreline till date, necessary response equipment remains on standby as a precautionary measure.
The Directorate General of Shipping continues to monitor the situation closely through coordination meetings every day and remains committed to ensuring swift, safe, and environmentally responsible operations in collaboration with all stakeholders.
The statutory investigation under the Merchant Shipping Act leading to the identification of the causal factor into the incident is also being undertaken by Mercantile Marine Department, Kochi.
