ദേശീയപാത 66-ൽ കൊല്ലം, ആലപ്പുഴ ജില്ലകളിലെ വെള്ളക്കെട്ടും, ഡ്രെയിനേജ് പ്രശ്നങ്ങളും പരിഹരിക്കുന്നതിനായി നാഷണൽ ഹൈവേയ്സ് അതോറിറ്റി ഓഫ് ഇന്ത്യ 42.6 കോടി രൂപ അനുവദിച്ചു.
അനുവദിച്ച തുകയിൽ 14.05 കോടി രൂപ ആലപ്പുഴ ജില്ലയ്ക്കും, 28.55 കോടി രൂപ കൊല്ലം ജില്ലയ്ക്കുമാണ് വകയിരുത്തിയിരിക്കുന്നത്. NH-66 ലെ പറവൂർ- കൊറ്റുകുളങ്ങര, കൊറ്റുകുളങ്ങര – കൊല്ലം റീച്ചുകളിലെ ഡ്രെയിനേജ് നിർമ്മാണ പ്രവർത്തനങ്ങൾക്കായാണ് ഈ തുക ഉപയോഗിക്കുക.
പുന്നപ്ര, അമ്പലപ്പുഴ, ഹരിപ്പാട്, കായംകുളം, ഓച്ചിറ, കരുനാഗപ്പള്ളി, ചവറ തുടങ്ങി വെള്ളക്കെട്ട് പ്രധാനമായും ബാധിക്കുന്ന മേഖലകളിലെ യാത്രക്കാർക്കും പ്രദേശവാസികൾക്കും ഈ പദ്ധതി ആശ്വാസമേകും.
തോടുകൾ അടഞ്ഞുപോയതും, ഭൂവിനിയോഗത്തിലുണ്ടായ മാറ്റങ്ങളും, റോഡിന് പുറത്തു നിന്നുള്ള വെള്ളം ഒഴുകിപ്പോകാൻ വഴിയില്ലാത്തതുമാണ് വെള്ളക്കെട്ടിന് പ്രധാന കാരണം. ഇത്തരത്തിൽ ദേശീയപാതയുടെ അതിർത്തിക്ക് പുറത്തുനിന്നാണ് പല ഡ്രെയിനേജ് പ്രശ്നങ്ങളും ഉടലെടുക്കുന്നത് എന്ന് തിരിച്ചറിഞ്ഞാണ് ഈ നടപടി. ഇതിന് പരിഹാരമായി, ദേശീയപാതയിലെ കാനകളെ അടുത്തുള്ള തോടുകളുമായും ജലാശയങ്ങളുമായും ബന്ധിപ്പിക്കുന്നതിനുള്ള മുഴുവൻ ചെലവും എൻ.എച്ച്.എ.ഐ തന്നെ വഹിക്കും.
ഈ വർഷം ജനുവരി 16, മേയ് 13, ജൂലൈ 15 തീയതികളിൽ സംസ്ഥാന സർക്കാരിന്റെ നേതൃത്വത്തിൽ ഉന്നതതല യോഗം ചേർന്നിരുന്നു. ഓരോ പ്രദേശത്തെയും പ്രത്യേക സാഹചര്യങ്ങൾക്കനുസരിച്ചുള്ള എസ്റ്റിമേറ്റുകൾ അതത് വകുപ്പുകൾ വഴി തയ്യാറാക്കാൻ ജില്ലാ ഭരണകൂടങ്ങളോട് ഈ യോഗത്തിൽ ആവശ്യപ്പെട്ടിരുന്നു. വെള്ളക്കെട്ടുകൾ ഒഴിവാക്കാനുള്ള ജോലികളുടെ മുഴുവൻ ചെലവും എൻ.എച്ച്.എ.ഐ തന്നെ വഹിക്കുമെന്ന് ഉറപ്പുനൽകിയിരുന്നു. വിവിധ ജില്ലകൾ സമർപ്പിച്ച എസ്റ്റിമേറ്റുകളുടെ അടിസ്ഥാനത്തിലാണ് NHAI തുക അനുവദിക്കുന്നത്. മലപ്പുറം, തൃശൂർ, എറണാകുളം, കൊല്ലം, കണ്ണൂർ, കാസറഗോഡ് എന്നീ ജില്ലകൾക്കായി നേരത്തെ ആകെ 89.54 കോടി രൂപ അനുവദിച്ചിരുന്നു.
ഓരോ പ്രദേശത്തേയും, ഭൂപ്രകൃതിയും വെള്ളക്കെട്ട് പ്രശ്നങ്ങളും കൃത്യമായി അറിയുന്ന തദ്ദേശ സ്വയംഭരണ വകുപ്പിലെ എൻജിനീയർമാരും ജില്ലാ സാങ്കേതിക വിദഗ്ധരുമാണ് ഇതിന്റെ കണക്കുകളും പ്ലാനുകളും തയ്യാറാക്കുന്നത്. നേരിട്ടുള്ള പരിശോധനകൾക്ക് ശേഷമാണ് വെള്ളം സുഗമമായി ഒഴുകിപ്പോകാനുള്ള ഡ്രെയിനേജ് ശൃംഖല ആസൂത്രണം ചെയ്തിരിക്കുന്നത്. ഇത് ഭാവിയിലും വെള്ളക്കെട്ട് പൂർണ്ണമായി ഒഴിവാക്കാൻ സഹായിക്കും.
അനുവദിച്ച തുക ബന്ധപ്പെട്ട ജില്ലാ കളക്ടർമാരുടെ ഓഫീസുകൾ വഴിയായിരിക്കും കൈകാര്യം ചെയ്യുന്നത്. ലിങ്ക് ഡ്രെയിനേജ് പ്രവൃത്തികളുടെ നടത്തിപ്പ് തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങൾ വഴിയോ സംസ്ഥാന/ജില്ലാ ഭരണകൂടങ്ങൾ തീരുമാനിക്കുന്ന മറ്റ് വകുപ്പുകൾ വഴിയോ ആയിരിക്കും പൂർത്തിയാക്കുക. ഈ സംയോജിത പ്രവർത്തനം വഴി, പദ്ധതികൾ വേഗത്തിൽ പൂർത്തിയാക്കാനും, പ്രാദേശിക ഏകോപനം ഉറപ്പാക്കാനും, പ്രദേശവാസികൾക്ക് ബുദ്ധിമുട്ടില്ലാതെ ഹൈവേ ഡ്രെയിനേജ് സംവിധാനം കാര്യക്ഷമമായി പ്രവർത്തിപ്പിക്കാനുമാകും.
പൊതുജനങ്ങളുടെ നന്മയും സുരക്ഷിതത്വവും മുൻനിർത്തിയാണ് എൻ.എച്ച്.എ.ഐ പദ്ധതി നടപ്പാക്കുന്നത്. ദേശീയപാത 66-ലെ വെള്ളക്കെട്ട് പൂർണ്ണമായി മാറ്റുന്നതിലൂടെ സുരക്ഷിതമായ യാത്ര ഉറപ്പാക്കാനും കനത്ത മഴയിലും റോഡും പരിസരപ്രദേശങ്ങളും സംരക്ഷിക്കാനും ഇതിലൂടെ സാധിക്കും.
NHAI Partners with District Administrations to Resolve Waterlogging Issues Along NH-66; ₹42.6 Crore Approved for Drainage Works in Kollam and Alappuzha districts
The National Highways Authority of India (NHAI) has sanctioned ₹42.6 crore to address persistent waterlogging and flooding issues along National Highway 66 in the Kollam and Alappuzha districts.
Recognizing that several drainage concerns originate beyond the National Highway boundary due to blocked natural drains, shifting land-use patterns and inadequate connectivity to nearby discharge channels, NHAI has decided to bear the full cost of linking highway outfalls to the nearest natural drains and water channels.
Under the sanctioned budget, ₹14.05 crore has been allocated for Alappuzha district and ₹28.55 crore for Kollam district. The allocated amount will be utilized for drainage-related activities along the Paravoor-to-Kottukulangara and Kottukulangara-to-Kollam border stretches of NH-66.
The project will bring immediate relief to residents and commuters in key waterlogging-prone areas, including Punnapra, Ambalappuzha, Haripad, Kayamkulam, Oachira, Karunagappally and Chavara.
The decision follows high-level meetings convened with the State Government on January 16, May 13 and July 15, 2026. During these sessions, District Administrations were requested to prepare location-specific estimates through their respective departments. NHAI assured that it would cover 100% of the construction costs for these drainage connectivity works as part of a comprehensive flood mitigation effort.
NHAI is sanctioning the funds based on the estimates submitted by various districts. Earlier, a total of ₹89.54 crore was approved for districts including Malappuram, Thrissur, Ernakulam, Kollam, Kannur and Kasaragod.
The estimates and field-level proposals are being prepared primarily by Local Self Government Department (LSGD) engineers and district-level technical teams, who possess detailed knowledge of the local terrain, drainage behavior, and site-specific challenges. The proposed integrated drainage network has been planned using detailed field assessments to ensure sustainable, long-term water flow management.
The sanctioned funds will be managed through the respective District Collectors’ offices, while the execution of the link drainage works to the nearest natural outfalls will be carried out through Local Self-Government Institutions or other departments as decided by the state or district administration. This coordinated implementation mechanism is expected to ensure faster execution, better local coordination, and effective functioning of the highway drainage system without adversely impacting surrounding communities.
This initiative reflects NHAI’s strong commitment to sustainable infrastructure development, public welfare, and climate-resilient highway management. By proactively addressing long-pending drainage and flooding concerns along NH-66, NHAI aims to ensure safer travel conditions, improved living conditions for nearby residents, and enhanced resilience for the highway corridor during extreme weather events.
